1.3 Mbps shouldn't be melting things. At least not on current code levels. Even without distributed switching, I've pumped 80Mbps of multicast through an RSP2 and only hit 60% CPU. A 4500 will experience only modest CPU use at 1.3 Mbps. Are we talking 2500's? If so, then I could imagine you'd have problems.
