Is the routing in place now?

Do you have mechanisms in place to constrain the high-rate traffice to the
NREN backbone? We will be not at ALL popular with the MBONE community if we
try to push 1Mbps out to the general mbone. We need to be SURE that either
we can use TTLs to constrain the traffic, or that we set up an
administrative scope to keep the traffic in place.
